"This seems to be going in the wrong direction. The need is to detect someone's ability to safely operate a motor vehicle or (in the case of a workplace) a potentially hazardous machine. What are the key factors that determine impairment? Things like reaction time, situational awareness, effective control and so on. Given that a car (machine, etc) is external to the human body, surely there's a way to use a hand-held device to test those factors directly and thus determine a level of impairment based on standards."
