"Where I live, this would probably be distracted driving. Arizona, Montana and South Carolina are the only states that still don't have distracted driving laws.  If you have a driver in a vehicle essentially not paying attention. I think the responsibility is on the driver.  There will be accidents and there will be victims who will say "you could have prevented this if only...""
