There are systems already out there like http://www.shotspotter.com/ that can pinpoint the shooter, but this only works if it's not silenced. In this situation, I would suggest employing snipers on all nearby rooftops as well as the shotspotter system when an open air event is held surrounded by tall buildings. I don't know how else you would be able to more quickly locate and stop an attack. All things considered, I'd say local law enforcement did what they could. "
"I've never owned an Element, but I've always loved them. They were always a bit out of reach, but now that they've become affordable in the used market, I need a 5-seater so they're no longer an option. For now, I have to settle for a Dodge Grand Caravan and a Pontiac Vibe which divide many of the Elements better features and supplement many of it's weaknesses (even my Vibe seats 5 and can hold our 130 lb bulldog while getting about 10mpg better than the E).
