"Only China can do it, but not the West based on my personal opinions:1.  Cultural and political difference: In China, the country prioritizes above its own citizens in terms of decision power.2.  Financial: so far not many countries in the world can compete with the economic power of China.3.  Social structure: Labour union power not as strong as in the West, not to mention overtime hours or shifts or schedule. No  strike is allowed.4.  Price control of building material:  Building material is prefixed or at a more reasonable adjustment during course of construction. Even material is imported, it can be controlled between supplier and buyer. Under these major conditions, it can meet delivery deadline without delay."
