"I was thinking that clipping the bags to the bottom of the can would be a solution, but once the bag was full, the workers would have no way of reaching the bottom to detach the bag.So maybe the cheapest solution would be to throw a brick in each bag. Seems like a joke, but they would hold the bag in place and the workers would be able to lift it."
